Mr. Patnaik is an M.A. from Ravenshaw College and LLB from Madhusudan Law College, Cuttack. He began practice at the Orissa High Court in 1968. In his long and distinguished career he has dealt with the whole legal gamut, ranging from constitutional to criminal and service matters. He has also served as Advocate General of Orissa as well as chairman of the Bar Council of India.
His expertise in Constitutional law is an acknowledged fact. During his tenure at the Bar Council of India, he was also a member of the Executive Council of the National Law University of India, Banglore. In addition he was also a member of the Legal Education Committee, a body which regulates legal education in the country.
